StrongVPN, Witopia, etc. are all blocked, and the internet restrictions seem worse than in the past. To setup StrongVPN in the past I would Google "proxy list", find a free proxy, then use that to purchase a VPN. Is this safe? I entered my CC number. What's the proper way to do this?

Googled "fg vpn". " First search result is "fg vpn .com", no spaces. All of the download links on the site are blocked. The other search results seem to be unrelated.

If you don't mind paying, just set up an account with a web host that provides shell access and do it yourself.
