for example, to say "I've spent a year in Tokyo before", can you say 我在東京過過一年 ? or is that the kind of clumsy-looking expression you would avoid ? (if so, how would you spontaneously translate the sentence ?)

I would say yes. People would probably understand it (I do) but it is not a good way to say it. I would prefer 住過 / 呆過 etc instead.

You can use it when 过 is the verb you need. 你过过春节吗?
