Is this in Trad or Simp

Looks to me like both are in simp. The thing I generally look for first is characters with 言 as a radical - if it's 讠 then it's simplified, if it's 訁 then it's traditional. Other clues are 见 vs. 見 as character components, and 什么 / 怎么 / 那么 instead of 什麼 / 怎麼 / 那麼.

yeah, simplified for both.

on the first one there was a big 不过, which would have been 不過 in traditional.

Obviously simplified. The very fist two characters give it away: 電視 vs 电视.

Isn't it a bit unconventional to have simplified written this way (top-to-bottom, left-to-right)? Maybe it was originally in traditional script and later "translated" character by character for mainland audience?

that's because this is a scanlation of a Japanese manga, and people who do this usually keep the original style

Actually it's top-to-bottom, right-to-left for these.
