I've got the components (I think) -- not 100% sure about the order: 加入 "福建Drupal用户" (Or should I use another type of quotes? Or none at all? What's the convention?) 新浪微博 (Or just 微博? I think the 微博 part in this case is more important than 新浪 since 新浪 has other services as well, but I still don't know if 微博 by itself is commonly understood as 新浪微博, so I went with your suggestion but changed 新浪 to 新浪微博.
