共同发展 - common / joint development?

I was translating a passage for my blog the other day about private enterprises (民营企业) when it suddenly struck me that, although I know the translation for 共同发展 is "common" or "joint" development, I have no idea what that actually entails! It sounds quite vague to me. What does the term refer to, exactly?

Here is the original sentence for your reference: 我觉得改革开放的三十年实际上是包容性发展的三十年，对中国来说包容性的发展意味着各种所有制经济共同发展，民营经济也发展了起来。

Here 共同发展观 should be translated as "developing together" -- businesses of all ownership types developing together -- meaning private and state-owned enterprises. It's not referring to joint development necessarily, but co-existence. Prior to the reforms, private businesses were illegal.

Agreed with gato. 共同 here should be translated simply as "together". 各种所有制经济共同发展 = all forms of ownerships develop together /alongside one another (and private businesses are therefore also developed).
