Z visa in Thailand/HK when the paperwork says home country

It seems my province (Xinjiang) will only put my home country as the place to process the application on Z-visa paperwork. I have heard mixed reports as to whether this is a problem when applying for the visa in Thailand (Chiang Mai or Bangkok) or Hong Kong.

Has anyone had any success applying outside the home country when the paperwork says to apply there.

Hmmm. Even if someone has done it, Xinjiang is always a bit of a sensitive area - I wouldn't assume that just because someone working in Jiangsu has got away with it, you'll be able to. I assume getting an L-visa in Hong Kong then converting in Xinjiang isn't an option?
