See here for the details, but basically it's a three week jolly to China, you learn a bit of Chinese, do some cultural stuff, and it counts towards your degree. It's only partially funded - you pay for flights, food, and incidentals like visas, but accommodation and tuition are covered. There's also talk of bursaries. Given that it's run by the University of Manchester and government-funded, it should be halfway decent, although it'll all depend on their local partners (ECNU in Shanghai this summer, it seems).
