On a related note, if I want to register in a hotel/motel/apartment, but I don't have my passport (say it's at the police station for those 2 weeks or however long it takes) would a photocopy of the passport be sufficient?

Possible. Depends on the hotel. And how the chicken entrails landed that morning.
