Just because Walmart is an American company, don't expect branches in China to be full of American style food. They are here to make money from the Chinese customers and so sell what they want, not what a few expats want. Chinese people do not generally eat steaks, far less cook them at home, so western owned stores in China aren't normally going to offer them, or if they do, they will certainly charge a premium for them. By far the most common place to see steaks is in steak restaurants and they are pricey. Also, Chinese butchery is very different. You are not going to see the same cuts as you would in America. Most good (expensive) steak restaurants import their beef (from New Zealand and the US), again adding to the price. Chinese beef isn't particularly good quality, when it is even beef.
