For me, the more interesting question is, did the producers seriously think they had a shot at getting away with this, or did they shoot the scene mainly for their own amusement? The whole series was very controversial and envelope pushing.The older guy in the scene is the Communist Party official in charge of Shanghai (ie: he is at the same level as Bo Xilai was before he was sacked). His character is based on a real person who ended up getting sentenced to 18 years jail in 2008. The pretty young girl he is sharing a hotel room with is, well, a pretty young girl he is sharing a hotel room with. The younger guy the pretty young girl talks to on the phone is her boyfriend, who thinks she is on a work trip (actually she is, but that is another story). Some may find the scene offensive. Those in a hurry to be offended may wish to skip to 6:20 - 7:30.
