隔着裤子

隔 (动) means separate, partition etc., but I don't understand 隔着裤子。 Could it mean "with an open trouser zipper", i.e. have a sexual meaning? Like my sentence:

[他们]平日里在大街上隔着裤子打量过她的漂亮屁股。

On YouTube too, the occurrences point to sexual molestation stories.

On the other hand, I find sentences such as:

小孩被狗隔着裤子咬，细看只有有点红，需要打针吗? This seems incomprehensible; could it mean that the child was bitten at the dick?

It means that the part concerned is covered by the pants, so people did not look at the woman's backside directly (ie it was covered by her pants and was not naked), and the dog bit the child on his/her pants, not directly on the flesh. The child can be a boy or a girl, and the dog bite can be anywhere covered by the pants.

... In English I would translate it as "through X's pants"

They were looking at her ass through her pants.

The kid was bitten through his pants and it's a bit red so we don't know if he should get a rabies shot or not.
