I don't think numbers are usually associated with lines, usually people say 排隊 when they mean to form a line and that there is a line, if you wanted to say that people formed several lines (honestly, how often does this happen in the mainland?) I think 排幾隊 would be fine, in this case 隊 functions as a MW itself.

I agree with Jose, I think I've only ever heard 個 used with 隊伍, 群 wouldn't apply to members of a team, the relationship between team members is too specific to be described as a general group of people.

I think 隊 it self can be a MW or a noun. In order to distinguish that,the two syllables word 隊伍 is often used just like 一個隊伍. If you use 群 as the MW of 隊, for example, 一群隊伍, may be a little bit weird but still acceptable in my opinion.

Other MWs like 隻 or 路 are also appropriate, but 個 is the best choice, simple and proper.
