They are doing an illegal rent-increase in our building (in New York, US), and we are trying to get more signatures from the Chinese tenants to fight the increase. Any help translating this would be very much appreciated!

Also, what is the best way to say "excuse me" to an older or elderly Chinese person if you want their attention to fill out a form?

I hope this can be useful. If you want to catch the attention of an older or elderly Chinese person, you can just say "Hello" or "你好". But keep that in mind that you must be very, very polite.
