Use of 的 in a sentence

Hi all,

Can someone explain the use of 的 in this sentence: 犯罪嫌疑人、被告人在押期间要求委托辩护人的，人民法院、人民检察院和公安机关应当及时转达其要求。? Could it be omitted?

The quote is from article 33 of the new 刑事诉讼法.

Edit: Does it relate to the 在押, emphasising the status of the person (being in custody), like a 是... 的 construction?

的 could not be omitted. The former sentence is equal to 在押期间要求委托辩护人的犯罪嫌疑人、被告人, which puts the attibutive rear emphasising 在押期间要求委托辩护人.

So can the position of the attributive and the subject be transposed like that in any situation? I mean, would it be weird to say something like 宠物狗和猫体重严重超标的，都应该严格控制其喂养?

It's not weird. This usage does exist.
