oversea SMS problem

hi, i'm currently leaving in Australia, got a new phone few days ago. now i'm struggling to send sms to a mobile phone in china.

i have tried to send sms to other friends, and all worked perfectly. but this one person in 宁夏 just couldn't recieve my message, while calls are just working fine and i can recieve messages from this person.

is it the problem with message centre in china or is there a problem with my phone.
