1st way: 我遇见了一个奇怪的人

2nd way: 我遇见了的人很奇怪

what's the right way? is the first sentence right anyway?

Different meaning.

1. I met a strange person.

2. The person I met was strange.

From the grammar side I'm pretty sure you should take out the 了 from sentence 2.

Sentence 2 could also be interpreted as "the people I meet are strange" depending on the situation.
