枢纽型社会组织

I'm having trouble accurately and effectively translating this word that someone in the government came up with in 2008...

I understand what it is and what it does, as per http://baike.baidu.com/view/9374145.htm, but seeing as we don't necessarily have the same inclination for bureaucracy, there isn't a satisfactory English equivalent yet.

The literal, not particularly good translation would be "hub (social) organization", but it's more like a "social organization hub organization" if you know what I mean... Purely out of interest, anyone have something more eloquent?

I have no idea what the explanations on that baidu page mean.

I searched and found this and it says -

要为各类社会组织制订共性的行为规则与运作规范,通过他们的自治机构民主形成内部约束机制。同时促进“枢纽型社会组织”的建设,使各种不同类型的社会组织建立起自己的联合体,让联合性组织履行协调指导、自律管理的职能,在社会组织内部能够形成自律、自治的有效规范

Sounds like umbrella organisations linked with orgarnisations of similar natures and play the roles of regulator, self-management, liaison, coordination and promotion of the interests of member organisations. In Hong Kong, such organisations are usually called "councils", like the Medical Council of Hong Kong and Hong Kong Council of Social Services. Councils of social organisations, perhaps?

PS - Another possible term is perhaps "federation" (聯會).

BOGONGOs it is! I will try to get that added to some glosseries asap.

But in all seriousness I definitely appreciate skylee's suggestions. I was trying to think of any word other than "parent" organizations and umbrella is brilliant. I guess we have a lot of Advisory Councils here too, and I like Federation beyond the star fleet feeling I can't seem to shake :)
