It could indicate the student ("senior"/"4th year undergrad") or the year ("senior year"/"4th year"), depending on context. But only in an undergrad program. What we call a "high school senior" in the US is usually 高三. Also, depending on context, it could just mean "Big Four". Context is king. Quote
