The first one is more appropriate if something serious happens. The second one is more appropriate for a faux-pas where no real harm was done. In many cases, both are perfectly fine. 1 Quote

They roughly correlate to "excuse me" and "sorry". You shouldn't use 对不起 unless you have a good reason to be sorry though. Quote
