Can someone help me to understand this sentence pattern?

V 到。。。头上来

For example, in this sentence:

他们丢了东西， 查来查去倒查到小孩子头上来了。

What I understand from this sentence: They lost something, then they tried to find it but they found a kid instead.

Is that correct?

I get: They searched all over for the thing that they lost, they even kept searching until the small child's head came up (or the child raised its head). Does that make any sense in the context?

The investigation of the loss was unfruitful and the child(ren) eventually got involved in the investigation as suspect(s).

It can mean to involve someone (whom should not be involved normally) in something unpleasant.

Agreeing with skylee. "...and the investigation kept on going till it fell upon a mere child" is how it feels like to me.

So if I understand it correctly, there should always be a person (or something animate) in front of the "头上来了"? Interesting sentence pattern to learn!
