It seems the scholarship is still available, for "Native English, Japanese, Korean, French, German and Russian students with Bachelor’s Degree" http://en.jsnu.edu.cn/gjxs/list.htm Don't know much about Xuzhou, but it seems quite convenient for travel to Shanghai, & quite a few places in Shandong, Hebei & Henan.
