HSK courses at Kunming Metallurgy College RMB8000/year, with Thai, Lao, Vietnamese at RMB12000 if you feel like a hanzi break. (Looks like two campuses, one a bit out of town.)

Weifang University of Science and Technology (in neighbouring Shouguang, Shandong, "蔬菜之乡" :)

 

12-13000RMB + 3600-7200 accommodation ("Fees for applying for study in China, medical examination in China and one-year residence permission add up to about 2200RMB." Seems a bit high, but tuition includes insurance)

Cheapish tuition at Henan Uni, Kaifeng: RMB11,200, but 10,800-21,600 for accommodation. The latter could reflect failure to publish a monthly rate. Assuming 40% off for monthly, RMB18-24000/year.

Xuzhou Normal's teach to study program

 

Tuition and accomodation free in exchange of 8 hours a week English tutoring, 12 hours a week gives you a 1000RMB monthly payment as well.

Xuzhou Normal seems to have been rebranded Jiangsu Normal (this is where http://www.xznu.edu.cn points). It seems the scholarship is still available, for "Native English, Japanese, Korean, French, German and Russian students with Bachelor’s Degree"

Don't know much about Xuzhou, but it seems quite convenient for travel to Shanghai, & quite a few places in Shandong, Hebei & Henan. JNU's fees are reasonable: RMB12,500/year + 5,000-10,000/year accommodation.
