For what it's worth, last term I took an introductory stats/econometrics course for history majors, whenever we discussed population growth the term that was used was always 人口增長率, when people talk about the speed of population growth they are actually referring to the rate of expansion over a period of time.

"你有没有" sounds somewhat strange to me. But in such a large country, everything could happen. No one will think it strange if you say so. And the commonly used one should be "你...了没有？“

The answer should be "...了“ or "（还没呢。）"
