Help translating a phrase

Hi,

I have to read policy news for work sometimes, and I can get a little confused with certain phrases.

The sentence is I'm having trouble with is 对农村地区实行新增建设用地计划指标单列 and is part of a larger paragraph about land use document being published and passed down by the Ministry of Land and Resources.

In particular I'm having trouble with the 计划指标单列 part. It's difficult for me to figure out whether 指标 means quota or index, I suppose you need to look at the context. Also 单列 seems to usually mean 'single file' but I've also found it referenced as designated, which could be more appropriate. Could it be, "[The plan] implemented expanded construction quotas for villages/rural areas.

Here's the whole paragraph for context:

日前，国土资源部印发《关于下达〈2013年全国土地利用计划〉的通知》，要求统筹安排城乡建设用地，控制大城市建设用地规模，合理安排中小城市和小城镇建设用地，对农村地区实行新增建设用地计划指标单列。

P.S My general problem is that these long types of phrases that lack a 的, make it difficult for me to figure out what is the noun, what is modifying what, etc. I'd appreciate any general translation/grammatical tips for these types of situations too

Here 指标 means quota

单列 means 单独列出， list alone, list independent, not in the overall arrangment (统筹安排)

BTW，As a Chinese，我也不知道“单列”在这里是什么意思……应该是一个专业用语，我猜是动词，“单独列出”（list separately）。
