明英宗当上皇帝后, 朝政被宦官把持, 以至于朝中不正之风盛行。当时外省官员回京办事, 都要向朝中权贵有所表示才行。

I can't get the highlighted part. Can you please help me understand it?

Thank you.

I couldn't find such a meaning in several dictionaries I looked up, I guess this meaning cannot be inferred from individual words or expressions, can it?

Or is it the contracted form of a longer sentence, being some words were omitted? İf yes, what is it, please?

I understand it as "to express [reverence]" or "to give a gesture [of respect]". The part in brackets is my interpretation of what is implied by the context but not stated. Taken one step further, of course, those are just euphemisms for some sort of requisite bribe/compensation.
