Trying to identify a character

[Binky the Wonder Dog]

This is a photograph of the patch on a tiny vest my mother picked up for me in Tawain circa 1967 ---- my father was in the army and I was one year old. I've attempted to identify it through on-line translators where you draw the symbol with a mouse, but no luck.

So I'm trying this.
