Am I right in thinking that 园长 specifically means the director of a kindergarten or zoo (presumably because 幼儿园 and 动物园 are the only kinds of 园 that make sense to have a 长)?

Same as the zoo guy but without the animals, I guess. A place like Beihai has thousands of people through the doors - tickets to sell, gardens to maintain, restaurants and stalls to run or rent out, lost kids to reunite with their parents. Someone's got to drink tea and read the paper while all that happens. The term is used, eg, here.
