The second one, as far as I know, means the second in something, like the second brother in a family, or it can also mean the go-between. It's used in the words for arbitration and stock broker, stuff like that. I can't say what the tattoo would mean as a whole (mediator of luck?) and I'm not clever enough in Chinese to know if those characters even really make sense together, someone else will have to help with that.
