Well, it's not very polite.

"If your brain is empty, do not worry.

Just don't let any water in."

It comes from the popular slang saying 脑袋进水 (literally 'water got to the brain'), which means 'to lose one's mind'. There are also many variations like 脑子养鱼, 脑子被门夹了/被驴踢了 etc.

It literally means "It's fine if your head is empty; what matters most is don't let any water get into it," something to the effect of "If's fine if you know nothing but you should never get any rocks in your head."

The two lines might have been meant to be funny or humorous if you were close friends.
