They're touting it with a fancy bouncing banner, at least. Having had a quick read, this sounds like it'd be extra funding for anyone already doing a PhD overseas to do research and write-up in China, and potentially get two PhD's, both from home and host institutions. While this is a more standard do-your-PhD-in-China one. There are a few others, including conference and publication money. Full list. Quote

Predominantly, if not all, humanities subjects such as history and economics. There doesn't appear to be any opportunities in science, engineering, technology and mathematics. Quote
