Found a new university! This one's in Qinhuangdao, a place the folk at Yanshan seem to like. Most recent info I could see on the website is from 2011-2012, but they do have Chinese programmes, and you could have a bed in a double room and a full year of tuition for Y20,000. 

 

The university also looks to have links with Italy - they have an Italian language program

 

Long shot, but any experiences / reports?
