it's part of a poem written in Southern Tang Dynasty(AD 937-975). The complete poem is :

春日宴,绿酒一杯歌一遍。再拜陈三愿:一愿郎君千岁,二愿妾身常健,三愿如同梁上燕,岁岁长相见。(simplified)

春日宴,綠酒一杯歌一遍。再拜陳三願:一願郎君千歲,二願妾身常健,三願如同梁上燕,歲歲長相見。(traditional)

 

At the spring feast,

I took a cup of green wine and sang a song.

And then I bowed and made three wishes:

first, wish you, my husband, to live a thousand years;

second, wish myself, your wife, to be always healthy;

and the third wish, that you and I could always see each other year after year,

just like the swallows on the beam.

小籠皇 (xiao long huang) literally means "little basket emperor". The "little basket" very likely refers to the kind of bamboo steamer used to make 小籠包 xiaolongbao, a kind of dumpling. Seems to me it's the name of a restaurant that specializes in xiaolongbao.
