BLCU Conference Center - best time to get a room? pre-book?

Hi

Does anyone know if you can pre-book / pre-pay for a room at the Conference Center at BLCU?

If not, when is the best time to arrive to get a single room? Is one or 2 days before class ok, or do I need to arrive a week before classes start?

Just trying work out

a) When to book flights.

B) If I should make the international call to the BLCU Dormitory Office? Is it easy to understand their English (will they understand mine) ok over the phone?
