quick translation for a mythical creature

I am writing a book and was using a source which has an unclear (perhaps mistaken) translation--an 'infernal servitor' of the Chinese Hells was called a "Hu Fen Pao", but it was translated as "White Lead Leopard". This obviously does not translate directly because as far as I can tell White Lead Leopard would be "Qiān bái bào".

 

So what does "Hu Fen Pao" actually mean?

I doubt that the character is 閻羅王 who master the 5th level of the Hell.  (Total 10 levels) And he is most famous far above the rest 9 levels' masters.   (Sitting in the middle of the Court in the 5th Level, image as follow

The Master 's last name is 包  (bao, same pronouce with Leopard 豹, different tone), derived from 包拯 (Bao Zheng) at Sung-Dynasty.
The Master acting as judge as you seen in the pictaure above. 
There are two characters standing by two sides of him, One called 牛頭 (nieu-tou, means Ox Head), one called 馬面 (ma-mian; means Horse Face). The responsible for taking people to the Hell for his/her trial after death.
 But these two characters are alos human body  except their heads are different.
The above 3 characters are most wellknown to every Chinese people.

The 5th hell were translated as 呼喚 (hu-huan),  Far away from your text He Fen.
---
It apperantly not Food. Ans, #2 河粉 has nothing related with Hell.
It also not Animal. And, #1's Leopard (豹) has never shown in the Hell.
But the didnot prove my guess is correct.
Need more furthur information to identify that  "infernal servitor"....
