It's 皮革机械 - leather and machines, which is an odd mix, but 综合厂 ('combined factory'?) acknowledges this. The last character is 制 - so made in 1972. Have there been many requests to translate characters off of Chinese military items before? Don't be surprised if a bunch of guys follow me over here from the SKS Boards before long.
