都 meaning where languages is involved!

I was wondering if someone could recognise this character and tell me what it means when associated with languages and which languages people speak.

 

The character is.............都。

Can you give a bit more context? What do you mean "when associated with languages and which languages people speak". As far as I know, there is no such things as "都语".

Even though I find the use of "汉文" weird, if not incorrect, the usage of 都 here is the primary regular usage meaning "all".
