I guess there are three persons involved.

 

The 1st one who put Peng’s name on the pre-printed certification. Along with the docuements number on the bottom right corner.

 

The 2nd one who is responsible to sign Chiang Kai-Shek on the left part. He can only simulate these 3 characters. He maybe a secretary and had been fully trusted by Chiang Kai-Shek , thus authorized to sign such official documents only. To learn only these 3 characters calligraphy is simple. However, if you are not so important, you can use chop (as #10, purple color one) instead.

 

The 3rd one who keep the big seal () will stamp the seal (big, red) on the middle area of the certification. And he put his own official seal (smaller, red one) on the left bottom side as signature.
