I am not sure, however, if this is a real 機務段 or just the name of the place but it should be perfectly safe to leave it in pinyin. Also, the pinyin for 巷 is xiang, not gang. Although my advice would be to just copy-paste the Chinese address on the parcel/envelope and write 'CHINA' underneath. I almost agree, but make sure to write: P. R. CHINA (as Lu did in the English address) to prevent it accidentally being sent to the R. O. China (i.e. Taiwan). Of about 10 letters over 2 years to 3 different addresses I only ever received one. It was hand delivered by a woman explaining how they don't normally process mail in pinyin and had difficulty figuring out the address. (Guangxi: Nanning & Baise) That letter took about 4-5 months to arrive too. I would never send mail to China without the address written in China if I had any choice at all.
