Complicated translation request

I encounted the following text but had some difficulty understanding it. Can someone confirm if I got it right or point out what I missed?

 

依內政部九十四年一月二十八日台內戶字第０九四００七六二七六二號函說明二，有關旅居國外四年以上且取得外國國籍之大陸地區人民，准予其身分變更為外國人，嗣後並得准以外國人身分申請歸化我國國籍。是以八十八年九月十七日（八八）境行順字第七七七二九號函說明三，有關大陸地區人民旅居國外者，如符合旅居國外四年以上，且取得當地國籍者，原函示身分即轉換為臺灣地區無戶籍國民部分，依內政部九十四年一月二十八日台內戶字第０九四００七六二七六二號函說明二，業經認定准予其身分變更為外國人，嗣後並得准以外國人身分申請歸化我國國籍，該函示內容已有變更。

I think you have the basic translation, but if you want some specifics:

 

For something in the form 台內戶字第０九四００七六二七六二號函說明二, I believe the 說明 actually refers to a subsection of the letter/ document. This would be document number 094007626762, item 2.

 

The translation for such parts as 有關旅居國外四年以上且取得外國國籍之大陸地區人民，准予其身分變更為外國人，嗣後並得准以外國人身分申請歸化我國國籍 is ok, but I think the order could be better arranged and it would be clearer. I translate it as "Mainland area residents, residing overseas for more than four years and have obtained overseas nationality, who have been granted their status as foreigners, may subsequently be allowed to use their foreign (ie non-Mainland area) status to apply and be naturalized for citizenship of our country (Taiwan)."
