Windows Popup dictionary tool?

Hi all, 

 

I recently installed the zhongwen Chinese Popup Translator plugin for Chrome. Its a very useful tool. But I am wondering if there is anything that can perform a similar functionality but within the whole Windows environment, so can v=be used in Word, excel, pdfs etc

Post #1 has a list of popup translators about half way down.

 

I use wenlin but you have to cut and paste so not quite what you were after,

 

MDGB does this sort of thing but I found it very unstable on my system.

 

I use firefox and perapera for browsing.

 

In Word there is a function for "phonetic guide" which provides pinyin for highlighted text, very good as a help to decipher unknown characters.
