If I am not wrong, it is a 成语 coming from an old poem: the literal meaning is "dark willow trees and bright flowers" but it can also mean that when all hope is lost, you see a light at the end of the tunnel (reference: http://teachingenglishinchina.wordpress.com/2013/09/27/visualized-chengyu/).
