There's a window in Chiang Kai Shek Int'l airport on arrival for PRC passport holders (it's to the right as you come down the stairs in the old terminal - right near the money changers) It's probably best to talk directly to the Taiwan Bureau of Consular Affairs. http://www.boca.gov.tw/ Quote
