When a guy and girl is described as "有戏", does it mean they are making a scene (having an argument on the street with bystanders watching)?

It more likely means they "have a chance", but without context, it's difficult to say for sure.

In everyday conversation, 有戏=有希望=there is hope=the situation looks promising. Its antonym is 没戏.
