In order to arrive at your translation, you would have had to have misinterpreted the first and to a lesser extent second one. 以...为... <- to take something to be something, to use something as something, to consider something as something, with something as something, etc. 以...为主 以...为首 以...为天 all follow that pattern. 首 implies there is more than one. Also, I gave you the word segmentation, "[以长虹为首]的" and you still separated it as "[为首]的".
