Characters not showing in some programs (non-unicode?)

Ok so I'm having no problems with the Chinese characters most of the time, but then there's these few programs like QQ and mIRC that don't agree to show the characters correctly, instead they give this uncomprehensible "ascii crap". I can work around this problem (in Win XP) by setting the non-unicode language to chinese globally in the regional & language settings, but it's giving me more trouble than benefit because it practically disables me from using the few extra letters (ÅÄÖ) I need in Finnish until I reboot my system again, and the funniest (although annoying) thing is, my system wants to convert even parts of pinyin into characters sometimes.

If it's a program-specific solution, all I really care about is to know how I can set windows to use chinese rather than finnish encoding with QQ so that I can finally use my computer normally and chat in chinese on qq at the same time.
