I think someone once mentioned here that 瞎子摸象 is kind of an insensitive way to describe this type of situation. I tend to agree.

Isn't 瞎子摸象 more that you only have part of the information but think you know it all, rather than having a few pieces of information and drawing incorrect conclusions? (Not sure if I'm explaining it well, but from what I know it's not quite the same.)

I've come across “听风就是雨” before, as anonymoose posted, I'd say that's a pretty good match.
