Probably "place of employment". In other words, the person works.

Yes it means he has a job. In the past there were no private companies. People work in different "unites" of the state without worries of losing jobs.

Agreed with the replies above but there is also a slight possibility that it actually is "他是个有地位的人"

(He's a person with (social) standing)
