I don't quite understand the issue. To me, Penang is always 檳城. What are the other Chinese names in use?

How come their state governnment intend to promote Penang as 檳榔嶼 for their tourism campaign in China?

It seems people in Penang are far less addicted to betel nut chewing as the people in Taiwan are.
