Why did birth rates decline so much between 1990 and 1991 in China?

The decision to create a child (if that's how it happens) requires a degree of optimism about the world, and particularly the country, that you'll be bringing it into. Perhaps something happened shortly before the years you're talking about, something that was so catastrophic and frightening, that it dented people's optimism for several years.

Interesting. So basically family planning became more ardently pursued starting in 1991, combined with stuff that happened a little bit earlier, is the cause?
