In his excellent thread, Tamu explained that very clearly. Now, my questions is this: Does formal Chinese (as you would encounter it on CCTV) preserve tones more than informal Chinese? By preserving tones I mean to say that these tones behave pretty much as the textbook would suggest, of course including tone sandhi. If TV presenters use their tones indeed more "accurately", their speech would be a good starting place for me to start modeling a Chinese voice.
