His response is "Yes".

Not so much "Yes" as "nnnh" - a grunt that people would take to be affirmative, and he then changes the subject without dwelling on it.

 

Anyway, rather than getting all hung up on the nuances of what it means, just ask him out and make it official.  He's clearly not opposed to people believing you are a couple.

 

Then I would start learning Chinese.

I don't see how you can be sure about that. There is plenty of latitude for interpretation here. This could be anything from a reticent "yes" to an emphatic "yes". The fact that he changes the subject could just mean he's shy to talk about it.

So I don't understand why he wouldn't just say no.

Because

He's clearly not opposed to people believing you are a couple.

 

But he probably doesn't know how to move things forward and/or is too shy, so if you'd prefer to get over the angst of "does he/doesn't he" the easiest thing to do would be to make the first move.
